When I arrived at the airport in London, the airline company informed me that my checked in suitcase had been left in Milan. When it finally arrived, the handle was broken. Can I ask the airline company to replace my luggage? How should I proceed?" Luisa Laranjo, a Senior Communication Officer at Europe Direct answers: "The airline company is liable for the delay and damage of your registered luggage, unless it can prove that all reasonable measures were taken to avoid damage. "Therefore, as your registered luggage was damaged and delayed, you may be entitled to financial compensation. Please note that the amount is determined in light of the damages caused and is normally limited to about 1220 euros. "However, you may be able to claim a higher amount if you make a special declaration to the airline, at the time of check-in at the latest; this will cost you extra. "To enforce your rights, first of all you need to contact your airline company and file a complaint. Make sure however, to do it within seven days of receiving your damaged luggage (or within 21 days if your luggage was delayed or lost). Otherwise, you could lose your rights. In his vast, virtually empty studio, in London’s East End, the artist Michael Landy has been hard at work. Seven days a week for the last five months he has obsessively committed himself to drawing portraits of the people around him. Meticulously executed in pencil, these drawings question what it is to capture someone’s likeness. The approach is very different from the large-scale installations that Landy is best known for – such as Scrapheap Services and Semi-Detatched at Tate, or Breakdown, a public performance in which he dramatically destroyed all of his possessions. In this film we follow the progress of a portrait from beginning to end – that of TV presenter Kirsty Wark - and speak to Michael and his various sitters about the motivation behind the project.

He also took part in the 1989 Tiananmen Square pro-democracy demonstrations. It would come as a surprise then, that the office of the Chinese Communist Party leader Hu Jintao once asked Tang to join a high level think tank to offer advice on thorny issues. Tang, now living in New York, said this recruitment attempt happened in 2009. A group of men from Hu's office paid him a visit to deliver a message. [Tang Baiqiao, Democracy Activist]: "The messenger said clearly that this think tank is in direct contact with Hu Jintao. The CCP has seven think tanks, and I asked whether this one is at the level of the Chinese Academy of Social Science. He said that Academy is nothing but an academic institute, and has nothing to do with Hu Jintao. The one they referred to directly offers suggestions to Hu." Tang Baiqiao said after questioning their motive, the men explained that Hu Jintao wanted advice on how to resolve the Falun Gong 'issue'. But the plans come at a sensitive time, given that Brussels has led calls for governments to slash public spending. Responding to a question posed by euronews, the EU parliament's president Martin Schulz, who was speaking in the European Commission and supports the plans, said: "To what extent is it useful to discuss that we must cut a balanced budget? Is it not more meaningful to discuss what we should do with a balanced budget of the European Union, to create growth, exactly in those member states who are suffering an economic crisis." The increase is also needed to meet prior budget commitments, the Commission has said. But some MEPs believe the demand, in such austere times, is unacceptable. "Its complete double standards, hypocrisy of the worst order. 'Austerity should be applying to everybody else but in Europe our budget is for investment and therefore can't be cut at all'. That's nonsense. Everybody knows that there is a lot fat in the European budget that can be saved," Conservative MEP Martin Callanan complained. The Commission also faces an uphill task convincing EU governments, with Britain, Germany and France calling for it to scale back its plans. The commander of the elite RAID unit that carried out the operation said they had tried to flood Merah's apartment with tear gas. But during that attempt, the 23-year-old pulled out his weapons and started firing. "He decided to move towards us and placed his hand on the balcony to shoot at some of my men. It was then that we chose to neutralise him," said Amaury de Hautecloque in an interview with the France 2 channel. Police are continuing to question Merah's relatives over his extremist links. His mother, his brother Abdelkader and his brother's girlfriend and all in custody. It is believed that Mohammed and Abdelkader were both members of the Knights of Pride, a radical Islamist group. French authorities say Merah told them he committed the murders of three French soldiers, as well as those of a Jewish man and three Jewish children, in revenge for the killing of Palestinian children and for French military involvement in Afghanistan.
