While the accident in Gansu Province has brought the issue of overcrowding in China's school vehicles into the spotlight, authorities are trying hard to keep the story out of the media. On Wednesday, November 16th, in China's Gansu Province, a minivan packed with over 60 children crashed head on into a truck. Twenty-one children died in the accident, as well as the driver and the children's teacher. Local authorities say the kindergarten that ran the minivan has now been shut down and a new publicly run school will open in its place. Authorities are offering the parents of the victims' compensation of about 68-thousand dollars each, but are apparently restricting the parents from talking with the media. Security officers put the families in several guesthouses in Zhengning County, and are monitoring them. Netizens discussing the issue online say authorities have succeeded restricting access to the families. "The policy the government has used in dealing with this accident this time has succeeded. No media organizations have even been able to get a picture of the victims' families, let alone an interview." These are the only pictures to come out of China so far. In the run up to the meeting, several Chinese mercury experts have raised their concerns over mercury emissions in China where it's at 25 percent of the world's total. Every year China produces between 5 and 6 hundred tons of waste mercury emissions%mdashthat's around one quarter of the entire world's production. Over the past few days, several experts have expressed concern over China's mercury emissions. This came ahead of UNEP mercury treaty negotiations in Nairobi on October 30th. Chinese mercury expert Feng Xinbin says mercury is a big issue because it can cause pollution beyond national boundaries. [Feng Xinbin, Mercury Expert]: "With the large circulation of air in the atmosphere, this can bring about pollution that transcends national boundaries. Once it settles on the surface of the earth, especially in lakes or oceans, mercury will get into the food chain. Mercury can harm the human brain, and the central nervous system. Questions were raised in May over the funds' operations when Chinese media reported that details had been kept secret. The China Dairy Industry Association says a compensation fund for victims of the 2008 tainted milk scandal has been running efficiently%mdashthat's after parents of the victims expressed concern last month over its secretive operations. In a statement posted online on Tuesday, the Dairy Association says 900 million yuan have been set aside for a one-time compensation fund. Another 200 million yuan is being operated by an insurance fund, to pay for medical expenses for affected children until they turn 18. Despite that statement, parents doubt the money has been distributed to the 270000 victims the fund is set to compensate. Some parents have told the Global Times%mdasha state-run English language newspaper%mdashthat they've never heard of victim families benefiting from the compensation fund.
