The Baltic States - or Estonia, Latvia and Lithuania - gained independence from the communist-ruled Soviet Union in 1991. Tunne Kelam is an Estonian politician and Member of the European Parliament. He also founded the first non-communist party in the Soviet Union. [Tunne Kelam, Estonian Politician and MEP]: "Because in 1987, people used to think that only communist party would be able - and [be] experienced [enough] - to bring about reforms. But then there emerged alternatives in genuine popular movement within the Baltic States and they culminated with an establishment of the first noncommunist political party within the Soviet Union in August 88.
