Oregon's property tax rates are constrained by measures enacted in 1990 and 1997 to $5 per $1,000 of valuation for education and $10.00 per $1,000 for all units of local government, including counties, cities and special districts. A task force formed by the governor's office to help counties prepare for the loss of federal timber payments recommended that the first recourse for is to exploit the full property tax capacity available. According to the 2009 task force report Coos County utilizes only 32% of its available tax revenue capacity. The gap between county rates and the combined local government maximum of $10.00 per $1,000 reflects each county’s unused “tax capacity.” Such tax capacity is likely to be constrained by the effects of compression among jurisdictions and by limitations that apply to individual properties. But examining the difference between current property tax rates, including local options taxes, and the average of all rates in effect for local governments within each county provides useful measures of unused tax capacity. Recently, Commissioner Bob Main has proudly proclaimed that raising property taxes in Coos County is not an option claiming that without jobs people would not be able to afford an increase. On the surface that sounds reasonable but the unemployed and those living on fixed incomes may already be paying the maximum amount allowed by law and therefore not actually see any increase on their tax bill. For example, a quick review of my tax bill shows that I am already paying the full $5 for education and actually paying in excess of $10 on all other local taxes and special levies and a quick poll of five other property owners in Coos County shows that they too are already taxed at the maximum rate. To check whether you are already being fully taxed simply divide the "General Government Total" on the right hand side of your tax bill by the "Total Assessed Value" to see how close you are to the $10 maximum. Private interests control 66% of the county property which has an assessed value of $7.34 billion which could generate $73.4 million in taxes but not everyone is taxed equally in Coos County and the county is only generating about $24 million according to the report. Main's argument that county citizens couldn't afford a property tax increase is probably specious and it is really the corporate interests like Bandon Dunes, Northwest Natural, Pacific Corp and Oregon Resources who would actually see any increase. Main also proudly announced that the county government has shrunk with less than half the number of employees a decade ago and yet most of us are paying the maximum tax while receiving reduced services thanks to the cut spending ideology that permeates the current commission. At Wednesday's Bay Area Chamber of Commerce luncheon the question was asked if the commission had actually investigated whether the public would prefer to pay a tax increase rather than turn over management of federal timber property to the Coquille Tribe? The short answer is "no", the public was not consulted and Main actually laughed at the idea before saying he had "thought about it" before offering an elaborate discourse about times gone by. Papa Main thinks he knows best... The options and recommendations presented in the Governor’s Task Force on Federal Forest Payments and County Services have been sitting, without benefit of public discussion or debate on Main's desk for almost three years while more jobs affecting public services, public health and public safety have been shaved away and yet most of us are paying more than our fair share for those services.

We also ask him, how one could solve the problems caused by heavily indepted municipalities.DW-TV: Mr. Gerke, you can probably tell us from a financial point of view what can we learn from history? Wolfgang Gerke: We can learn a lot from history, but sometimes we forget to. I think a financial crisis is a little like a dangerous virus and we know how to fight the virus, but then we get a mutation. Then we have to relearn how to fight the new virus. If you take the policies of central banks in the past and at the moment, then I fear that we haven't learned from history. We are taking so much cheap money for all the investment bankers, especially in the United States, and money under the inflation rate so we are producing the next crisis. The next crisis could perhaps lead to hyper-inflation here in Germany, like we've seen in the 1920s - is that a possibility? It's a possibility but I don't think we'll go that way. For sure there are so many debts worldwide - in the US, in Greece, in Germany too - trillions. What will happen with all these debts, the next generation has to pay for all these debts, and that means we will pay with less good money. That means inflation. I have no fear that the euro will not stay, there are so many problems outside Europe that the euro will be a stong currency. The Chinese will want to have some euros, and not only the dollar in their portfolio, but the possibility to buy with euros will be influenced by inflation rates between 3 and 4 percent. The situation in Greece, what difference would it make? I mean there are some experts who say that Greece should long have left the Eurozone and returned to their own currency. Would that make a difference? We made a wrong policy in Greece. We pretended to save Greece and we were saving French and German banks. For sure they had difficulties and we had to do something, but it was the wrong way. We could help Greece with a haircut, we could help Greece with a time out from the euro, that would be more interesting for tourists coming to Greece, so we will have all these problems in the future and I see in the moment no real solution. Let’ turn into another subject. When I don't pay my bills I get into trouble. At least when I don't pay them on time. Municipalities can wait. How is that possible? That shouldn't be possible. Everyone has to pay their bill and if it's public money I think you have to be the first one who is paying the bills. But they try to save interest rates and they do so. So they should be leading by good example. But it also has to do with the fact that they want to save money because they are in debt. They are heavily indebted, municipalities. How did that happen? There are two ways to be in debt. One is, and that isn't acceptable, that you have the wrong management. We often have very poor professional management, but the other way is some have difficulties. They lost jobs and these jobs are outside perhaps even of Germany and one has to help them. But that's very expensive, so they try to do it another way, a not acceptable way. And the way that you just indicate of course is that some of these municipalities turned to the financial markets, tried their luck speculating a bit with taxpayers money. They tried to get very fast and easy money by speculating but this was a way into the casino. We must say that someone who doesn't know what he is buying in the financial market shouldn't do so. For sure there were some banks doing a good job for themselves there and they earned much money, but you cannot blame them, you have to blame yourself, and if you don't know what financial product you are buying, you shouldn't do so. And especially if it is a financial product that is known to be quite complicated. Like credit default swaps. After the crisis they started to get into criticism, and they're still being traded. How come? It's a quite complex financial product but you can understand it if you are a professional you learn the market, and therefore I would say don't do anything against products, but if you don't understand them you shouldn't speculate on long-term and short-term interest rates, that's dangerous if you have the unopen position. Understanding money, handling money isn't always that easy. Can be complicated and that's why we've been living with debts for centuries. Are debts something that we will have to live with for the rest of our lives? Yes we have to do so. It's not so difficult for someone my age, but my sons suffer that problem and we will get higher inflation rates. Wolfgang Gerke, then let's take a look now at the current level of debt here in Germany. Let's take a closer look at the clock which keeps ticking: every second, debt is growing by 2,279 euros -- so since the start of our programme, the total amount of German debt has risen by over three and a half million Euros ! we spent the afternoon catching up with a man whose positive attitude amazed us ... after he lost everything in a devastating fire one week ago. he's among dozens of people who were displaced after their apartment complex burned down. jeremy jojola is here with an update on the fire--and what has happened since then. jeremy. while this fire destroyed all 47 units here at the royal crown apartment complex--- it didn't destroy one man's spirit. a week ago tonight you saw flames rip through the royal crown apartment complex. that day we ran into sammy logan who surprised us with his outlook as he watched his home burn. " i gotta keep moving forward....i live in america i can make it" "and today, this is what's left of the royal crown apartment complex. it's surrounded by chain link fence...and by the looks of things... everything is gone." almost everything.... "it's a blessing to have someone to lean on." today we met up with logan and his fiance rochelle who've had to buy a new set of clothes. but looking at this ....you know. it's kinda tough. they've been staying in hotels thanks to friends and co-workers. "you really don't understand whats priceless or irreplaceable means until something like this happens..." logan says while he's bit sad about losing a new tv he bought for the superbowl, but he lost so much more. "it was mainly my moms pictures, my kids, my photo albums. something...that kids made for me in arts and crafts...stuff like that...that was the stuff is just gone and that can't be replaced...we can go get another tv." "it's like i said that day, we'll be okay, i mean. it was there, now its gone... albuquerque has been great to us." President Obama awards Staff Sergeant Salvatore Giunta, U.S. Army, the Medal of Honor for conspicuous gallantry for his courageous actions against an armed enemy in the Korengal Valley of Afghanistan in October 2007. Your courage prevented the capture of an American soldier and brought that soldier back to his family. You may believe that you don’t deserve this honor, but it was your fellow soldiers who recommended you for it. In fact, your commander specifically said in his recommendation that you lived up to the standards of the most decorated American soldier of World War II, Audie Murphy, who famously repelled an overwhelming enemy attack by himself for one simple reason: “They were killing my friends.” That’s why Salvatore Giunta risked his life for his fellow soldiers -- because they would risk their lives for him. That’s what fueled his bravery -- not just the urgent impulse to have their backs, but the absolute confidence that they had his. One of them, Sal has said -- of these young men that he was with, he said, “They are just as much of me as I am.” They are just as much of me as I am. So I would ask Sal’s team, all of Battle Company who were with him that day, to please stand and be recognized as well. (Applause.) Gentlemen, thank you for your service. We’re all in your debt. 4.0.3 Patch Notes
Patch 4.0.3 is now live! This patch includes additional preparations for the release of World of Warcraft: Cataclysm. While you can expect to find some bug fixes and user interface changes in this patch, the majority of the content being downloaded will pave the way for the impending shattering of Azeroth. It won't be long now before the world changes forever, so be sure to get your affairs in order before Deathwing unleashes his devastation.

General
* Much of the data being downloaded in patch 4.0.3 will pave the way for the shattering of Azeroth shortly before the release of World of Warcraft: Cataclysm on December 7.
* The leader of Wintergrasp raids can no longer kick players from the raid (this change will also apply to Tol Barad in Cataclysm).
* When in a Looking For Dungeon group, using an instance portal to that instance will now take players to the Looking For Dungeon entrance point instead of the normal destination of that portal. This will make it easier to return to the instance after dying in an LFD group.
* Honorable Kills are no longer awarded for killing players below level 5.
User Interface
* Added pets to the new raid unit frames when displayed in party.
* The default UI Scale has been altered so it will be set at a 1:1 pixel/texel ratio. This will result in a smaller UI appearance for higher resolution monitors.
* Players may now adjust the local "Lag Tolerance" time for better precision of spell timing. This is an advanced-users-only feature found in the Interface Options (Combat) panel.
Bug Fixes
* Macros now handle spell variant transitions better. For example, Trap Launcher causes a different version of Frost Trap to be cast. Previously the macro system was not handling this transition properly.
* Queuing in Looking For Dungeon for a different wing of the instance a player is already in now works properly. For example, a party can now queue for Scarlet Monastery - Library after completing Scarlet Monastery - Graveyard.
* Killing High Interrogator Gerstahn before killing Emperor Dagran Thaurissan in a Blackrock Depths - Upper City random Looking For Dungeon run will now provide the proper reward. This also applies to Archmage Arugal and the Crown Chemical Company bosses in Shadowfang Keep during the Love is in the Air holiday event.
* Repeatedly inspecting other players should now function correctly.
* Area heal-over-time effects should no longer cause players to stand up.
* Male blood elves have received a crash course in dancing and now know to stop dancing when they run.
* Drake mounts have gotten bored with gliding and will flap their wings again when flying forward.
* Druid Flight Form now properly appears in the Spellbook before Expert Riding is learned.
* Sunfire's damage-over-time effect now deals damage at the same rate as Moonfire's damage- over-time effect.
* GM Ticket messages should now displace buff icons instead of obscuring them.

World of Warcraft's 6th Anniversary!
World of Warcraft turns six on November 23rd, 2010! It’s been a truly incredible six years, and we’d like to thank you all for joining us on this momentous occasion. To celebrate, players that log into the game between the dates of November 30th and December 14th will receive a feat of strength added to their Achievements. We look forward to another great year ahead and many more to come!
UI Add-On Development Policy Updates
We have recently seen a number of User Interface Add-Ons that are making modifications to the World of Warcraft in-game music files and wanted to take a moment to go over some important points with the community in connection with this. While we are currently allowing Add-Ons that remove or replace existing sound files, keep in mind that it is illegal to distribute copyrighted materials, in this case in-game music and audio files, without authorization. One of the primary goals of the user interface is to allow players to customize their game experience and we hope to avoid making any modifications in the future that will prevent this.
