Attempts to free 29 more who were caught in the crossfire continue. The workers were transported to Khartoum on a chartered plane. They spoke of their experience. [Chinese Worker]: "Our mind was focused on how we could cooperate with the Sudanese army on their rescue operation." One worker said he escaped by hiding at a mango farm. The workers are employees of the Sinohydro Corporation. They were working on a $60-million road project funded by the Export-Import Bank of China. State-run Xinhua News Agency reported 47 Chinese workers were on site when the crossfire happened. While 18 escaped, the Sudanese army rescued 17. One is still missing while the rebel forces%mdashthe Sudan People's Liberation Movement-North%mdashcaptured 29 during the clash. On Tuesday, a team of Chinese officials arrived in Sudan. The Chinese ambassador to Sudan, Luo Xiaoguang is urging Sudanese authorities to rescue the workers. On Wednesday, the Chinese regime finally publicly released a report on the cause of the crash. It blamed the crash on a combination of equipment failure and mismanagement. Chinese internet users flocked to microblogs like Sina Weibo with reactions to the report. On Wednesday, the Chinese State Council issued a report on the fatal bullet train crash that happened on July 23rd in Zhejiang Province, near Wenzhou. The bullet train lost power after being struck by lightning and came to a halt over a viaduct. Shortly after, it was rear-ended by another train, derailing seven carriages. At least 40 people died in the crash. The long-awaited report criticizes the Railways Ministry for its sloppy management and poor handling of the rescue efforts. A total of 54 officials were blamed, including the former railway minister, Liu Zhijun, who was dismissed over corruption charges earlier this year. The report sparked a nationwide uproar among Chinese netizens. One Sina Weibo post says, "So many people died in the accident, five months of 'difficult birth' to this 36-thousand word report only gives us dismissal, demotion, and punishment. The cubs are now being looked after by a Phnom Tameo zoo worker who goes the extra mile to care for his animals. Here's more. Floods have been causing devastation across large swathes of South East Asia, but these two leopard cubs are safe and sound. Rescued by a fisherman in Cambodia's Kandal province, the cubs are making a good recovery at the Phnom Tameo Wildlife Rescue Centre. [Sar Roeun, Phnom Tameo Zoo Staff]: "I think that these animals were lucky when their mother got them out of the floods and they fortunately met a kind person and that person brought them to the zoo. They are safe at the zoo and we have many people to take care of them well." The cubs now enjoy the loving care of zoo worker Sar Roeun, who hand feeds them milk each day using a plastic syringe. [Sar Roeun, Phnom Tameo Zoo Staff]: "I consider these leopard cat cubs like my children. I felt love for these animals when they arrived so I asked the zoo manager to allow me to take care of them and teach me how to treat them properly." Each night after work, Rouen brings the leopard cubs to his home, about 5 kilometers away from the zoo. And customers still won't be able to see it in "full" 3 Dimensions because the store will likely have to put it behind glass so that people don't pick it up every day, thereby risking breakage or the losing of pieces. Our studio guest today is Henrik Enderlein, a professor of political economics at the Hertie School of GovernanceDW-TV: Mr. Enderlein, why doesn't Europe have its own rating agancy yet? What's taken so long? Henrik Enderlein: Why would it matter where information is located? Agencies are global, markets are global. I wouldn't put too much emphasis on the US-vs-Europe story. Rating agencies have a very specific business model. Providers, that actually want a financial product being graded pay the agencies, and it's not the investor paying. So what I like about that idea is that the investor pays, but that' the main difference between the three and this one - it's not regions. DW-TV: You say don't put too much emphasis on America vs. Europe, but that's exactly what's been happening. Those three big US-agencies have been accused of pouring oil onto the fire and worsening the Eurozone debt crisis. You don't agree with that? Henrik Enderlein: I think financial markets have all the information available. We're talking about sovereign debt, not corporate debt. No investor is capable of knowing exactly what's going on in this or that small company. We're talking about 50, 60 sovereign countries that issue sovereign debt, so it should be possible for investors in New York or London or Frankfurt to know exactly the state of the US financial and debt position. So when a rating agency comes along and says, 'Oh, we don't think it's triple-A anymore, it's double-A or double-A-plus, that's sending an additional signal into the markets, but it's by no way the initial trigger of a significant market movement. DW-TV: Now what you're saying is that ratings agencies base their ratings on the mountains of debt. In that case, Germany should be downgraded too. Aren't there any other factors playing into it? Henrik Enderlein: Sure, it's quite subjective, which is why if you're an investor, you should think about, 'Do I want to invest my money in Japan, or in the US, or in Germany. Then you look at what party is in power, how's the political stability, can there be natural disasters... we've seen that in Japan something of the kind can happen. So I think that rating agencies simply provide good information, just like a newspaper or other people, and ultimately it's up to the bank or the investor to know exactly what kind of paper they're buying. DW-TV: Let's say there would be a European ratings agency. How much influence would it have, given that the American agencies are so powerful already? Henrik Enderlein: That depends on market players. You can develop credibility and trust only over a period of time, you can't buy it from one day to the next. So I would expect it to take five years, ten years, before really becoming established in the market. You have to have a track record to be able to say to investors that we're better than Standard & Poor's or Moody's. And for now there is no such track record. So I wish them a lot of luck, but I'm rather skeptical that it's going to fly. DW-TV: So you don't seem optimistic about a European rating agency being able to calm markets, are you? Henrik Enderlein: Calming the markets is not something that should be coming from the rating agencies. We have the European Central Bank, we have the European Rescue Fund the EFSF, which is in the market right now... so those are the players. I would want to look at, not some company, regardless of whether it's in New York or Frankfurt. DW-TV: Henrik Enderlein, thank you very much for joining us. Interview: Monica Jones

Five years later, musicians continue to demonstrate their commitment to this city by working to ensure that local musicians, many of whom are the tradition bearers of this vital culture, are able to remain and thrive in New Orleans. This panel will give an overview of the state of the music community pre-Katrina, how Katrina, the floods and the response impacted musicians and their way of life directly after the storm, how community organizations and advocates have focused efforts to serve the music community, how musicians from all over the country have worked to support and promote these efforts, and what more can be done to ensure this important city, her people and culture can thrive.
