FCC wants all phones to have GPS by 2018 to aid 911 emergency responses. The FCC mobile gave manufacturers an eight-year timetable to create location-capable handsets starting in 2010. The FCC is aiming for 85% of carriers’ users to have a GPS-enabled device by 2018. In other news, Microsoft will offer streaming television through Xbox after partnering with Verizon and Comcast for programming. Over 40 television and entertainment companies will provide content including Time Warner, HBO and BBC. Some programming will be free while other content requires a paid Xbox Live account. And finally, India’s government launched a pilot program that will put 100,000 $35 tablet computers in the hands of its students. The touch-screen device supports video conferencing and an Internet connection in hopes that it can help end the digital divide between the country’s rich and poor.

Kelly Dunne, president and CEO of One Economy, talks about their efforts to bring broadband to low-income communities, both here and in other countries. He explains that One Economy takes a comprehensive approach to helping drive demand for broadband among these groups. He says that it is important to bridge the gap, before it gets wider, between those who can afford and those who can't afford broadband.
