According to a state media report, China's securities regulator is planning to expand quotas for the Renminbi Qualified Foreign Institutional Investor (RQFII) scheme and make it easier for mainland Chinese enterprises to go public in Hong Kong. The scheme is designed to allow foreign investors to trade "A" rated shares in stock exchanges in the Mainland. A spokesman for the China Securities Regulatory Commission says it's actively coordinating with relevant government departments, to allow more institutions to apply for exchange-traded-fund products under a pilot scheme. The quota increase could range from 170 to 270 billion yuan, up from the current quota of 70 billion yuan. The China Securities Regulatory Commission is coordinating and formulating new rules with the People's Bank of China to expand the quotas. The Regulatory Commission's decision was made following a request from Hong Kong financial authorities. The RQFII scheme was initiated in December 2011 for offshore investments into China's domestic capital market. The majority of these investments currently come from Hong Kong. Disgraced Chinese official Bo Xilai has been officially expelled from the Communist Party. The Chinese regime announced the decision following the 7th Plenary Session of the Party's 17th Central Committee that ended on Sunday. Bo's is now open to criminal prosecution. The Party's internal disciplinary body submitted a report of its investigations into Bo to the Central Committee. State-run Xinhua News Agency reports that the Committee has reviewed and approved that report. Xinhua says Bo violated Party discipline in each of his official positions, starting from when he was the Mayor of Dalian in Liaoning Province during the 1990s. Sunday's announcement also accused Bo of using his position to seek profits, and receiving "huge bribes" personally, or through his family. Bo's wife, Gu Kailai, has been named as misusing Bo's position. Other unnamed family members allegedly accepted large amounts of money and property from others. The Chinese regime announced Bo would be stripped of his Party membership on September 28. Bo has not been heard from since March, after he was sacked as Chongqing's Party Secretary. Li's supporters say local authorities retaliated, and began questioning those who participated in the appeal letter. According to rights group, the World Organization to Investigate the Persecution of Falun Gong, Hebei police also cracked down on other Falun Gong adherents. One practitioner, Yang Yinqiao, reportedly fell to her death in nearby Shijiazhuang city, as she tried to get away from security agents. Despite the security clampdown, Zhengding residents have continued to stand up for Li Lankui. Three more appeal letters, each with hundreds of fingerprints, have surfaced. Hebei resident Mr Cao says the wave of support indicates that the Chinese regime is losing grip on the public it has tried to control with high-pressure tactics.
