NYC Traffic Restricted to Cut Jams
New York City Mayor Michael Bloomberg announces restrictions on car traffic going into Manhattan. Full story: New York City Mayor Michael Bloomberg announced Wednesday that only vehicles carrying three or more people would be allowed into Manhattan. The move is an attempt to cut down on congestion and is expected to last until Friday (November 2). [Michael Bloomberg, New York City Mayor]: "If you are coming in through the Lincoln Tunnel through, into Manhattan through the Henry Hudson Bridge and the Triborough Bridge or any of the four East River bridges, the Queensboro, Manhattan, Williamsburg and Brooklyn, you have to have three people in the car. I know it is inconvenient for a lot of people, but the bottom line is the streets can only handle so much." Bloomberg said that approximately 643 thousand residents throughout New York City are still without power. But he emphasized that city officials are working around the clock to get the city back up and running. [Michael Bloomberg, New York City Mayor]: "Many people's lives were turned upside down by this storm and you have my word that everyone in city government at every level is working 24-hours a day to get this city back on track, including working with the MTA and Con Ed to meet the two biggest challenges that we face: mass transit and electric power." New York City's subway system is expected to resume limited operations on Thursday. The system was shut down three days ago in anticipation of Hurricane Sandy, which ... Asian Defense Forum: What is the US's Role?
Asian defence officials gather in Tokyo to discuss the US role in the Asia-Pacific region. Full story: Asian defense officials gathered in Tokyo on Wednesday (October 31) to debate the role of the United States in Asia-Pacific security cooperation. US President Barack Obama has started shifting military, diplomatic, and economic resources towards the Asian region. The US Department of Defense has also announced plans to "rebalance" US naval forces. From a nearly 50-50 split between the Atlantic and the Pacific, it will move to a 60-40 mix in favor of the Asia-Pacific region. [Satoshi Morimoto, Japanese Defense Minister]: "What sort of role will the US play in securing the peace and stability of the Asia Pacific region? And how can we all -- the United States included --respond to the security issues Asia faces today through regional multilateral cooperation? These are, I believe, the most important questions for today's forum." Noticeably absent from the forum were officials from China. A dispute over territory in the East China Sea continues to overshadow cooperation between Asia's two largest economies. Morimoto, too, appeared to have other issues on his mind, leaving the forum after a brief address to return to parliamentary debates. [Morimoto, Japanese Defense Minister]: "Japanese politics is also heading into a period of extreme change. An extraordinary session of the Diet began yesterday, so after this speech I have no choice but to slip off and head over to the ... From: NTDTV Views: 2 1 ratings Time: 01:49 More in News & Politics

Hackman Slaps Homeless & Dog Uggie Paws Autobiography
"Star Wars" fans gear-up - a new film from the franchise will be released in 2015. Disney bought Lucasfilms - the studio behind "Star Wars" - and said not only will it make the seventh film in the series, but will continue to make new ones every two to three years. The last "Star Wars" film was 2005's "Revenge of the Sith." Gene Hackman was questioned by police in New Mexico after hitting a homeless man. The man allegedly accosted Hackman and his wife, after which Hackman slapped him across the face. Police did not file charges, citing that he acted in self defense. Cee Lo Green is the subject of a police report, filed with the Los Angeles Police Department - this according to online tabloid TMZ. An unidentified woman has accused the singer of sexual battery, stemming from an alleged incident at an LA restaurant. Green has come out in his defense saying not only is he not guilty - he's never met the woman in question. Finally, Uggie - the dog made famous by his role in "The Artist" - has now penned - or pawed - an autobiography. The Jack Russell terrier's book was launched in the UK, with people lining up to purchase the first copies. The book has been described as a "rags to riches" story, detailing how Uggie was rescued by his owner and his path to Hollywood. Greek Parliament to Vote on 2013 Budget Amid Protests
Greece's Finance Minister Yannis Stournaras submitted the 2013 budget bill to a parliament vote on Wednesday. [Yannis Stournaras, Greek Finance Minister]: "Ladies and gentlemen, members of parliament, I have the distinct honor to present to you the budget of the fiscal year of 2013, and also pension funds budgets of the fiscal year of 2013." The government has forecast a steeper recession and budget deficit, as repeated austerity measures have taken their toll on the economy. They predict a 2013 general government deficit of 5.2 percent GDP, up from a 4.2 percent forecast earlier this month. Public debt was also raised to 189.1 percent of GDP, up from a 179.3 percent forecast earlier this month. They chanted "Ice, cold, snow, Florina is freezing," and called on the government to help residents in the north who can't afford heating prices. They emptied bags of ice to protest the rising costs of heating oil as prices have reached almost $7 a gallon. One protester highlighted the plight of the group. [Vasilios Kotsios, 53-year-old Protester from Florina]: "We drove over 400 miles to come here because we are freezing up in Florina. Last year it was minus 22 degrees Fahrenheit for three months. We have never seen something like that before, it was the coldest winter, it was the coldest city of Europe. That's why we came here so the ... Haitians Hit Hard by Sandy
Haitians wade through floodwater, just days after severe rains from Hurricane Sandy battered the Caribbean nation. Fifty-two lives were claimed across the country as the storm triggered landslides and devastated infrastructure. As the country counts the full extent of the damage, an aid agency has warned that food security is now at risk. The World Food Programme says damage to crops in the south of the country is the latest blow for struggling agriculture. [Myrta Kaulard, World Food Programme Director]: "It's basically nearly all types of crops that have been affected. The drought has affected some, Isaac has affected others and now Sandy has affected the only part of the country that had remained untouched and that could still rely on a normal level of agriculture." The World Food Programme has urged action so rural sectors can recover and meet demands for the next planting season. Haiti has seen violent demonstrations in the past over the rising cost of food. 'Sandy' Strands 'Skyfall' Cast in Berlin
Looks like superstorm "Sandy" has got the better of Agent 007. The storm has stranded the new James Bond movie cast in Berlin, forcing them to miss the New York premiere of "Skyfall". Bond-actor Daniel Craig, director Sam Mendes, and new Bond girl Berenice Marlohe were supposed to fly into the Big Apple today. They are in the Berlin airport after attending the German red carpet premiere of their new movie "Skyfall." [Daniel Craig, Bond-actor]: "I'm just worried about the people in New York. You know, we'll sit put until we can fly safely but all I'm concerned about is people in New York tonight." The film's producer, Barbara Broccoli, had words of sympathy for those affected by the storm. [Barbara Broccoli, "Skyfall" Producer]: "It's very, very worrying, you know. They're suffering a great deal through this weather, a terrible weather situation so obviously, our hearts go out to them and we hope that the situation will be under control very soon." Meanwhile, the movie itself is enjoying strong upwinds. "Skyfall" just set the record for the biggest UK weekend box office hit of any James Bond film. The 23rd cinematic adventure of the suave, but brutal 007, earned over $32 million dollars after opening last Friday in cinemas across the UK and Ireland. The release of "Skyfall" marks 50 years since the first Bond film "Dr. No" premiered in London in 1962. UN-Arab League Envoy For Syria Meets With Chinese Foreign Minister
Lakhdar Brahimi, the UN- Arab League envoy for Syria, returns to his hotel after a meeting with Chinese Foreign Minister Yang Jiechi on Wednesday. Brahimi says "no comments" when asked his thoughts about the meeting. The two day trip to Beijing comes quick on the heels of a similar visit to Moscow. Chinese Foreign Ministry Spokesman Hong Lei says China is working for a peaceful solution to the Syria crisis. Both the Chinese regime and Russia have vetoed three UN resolutions aimed at pressuring Bashar Al-Assad's government to end the bloodshed. The two countries remain on good terms with the Syrian regime. The Chinese regime has long been suspected of transferring advanced arms technology to Syria, as well as to its close ally Iran. In 2007 the US State Department imposed sanctions on three Chinese companies with close ties to the Chinese military. The companies had previously been cited for missile, chemical, biological and nuclear weapons sales to Syria and Iran, as well as to Iraq and the Taliban-run Afghanistan. Meanwhile in Syria the violence continues unabated, with peace envoy Brahimi admitting he is "disturbed" by the broken ceasefire. China Focus - A Chinese Official's Amazing Apology to Falun Gong
Last week, an unusual open letter was published by The Epoch Times newspaper. In the letter, a city-level official who belongs to the Political and Legislative Affairs Committee%mdashthe powerful Communist Party organization that controls the police, state security, and the court system inside China%mdashapologized for persecuting two adherents of the Falun Gong meditation practice. A letter like this has never been published before, as the persecution of Falun Gong is the most taboo topic in China. So why did this official want to apologize for what he's done? What made him so scared that he is urging other officials to "learn from Wang Lijun," who escaped to a US Consulate back in February? And what does this have to do with China's upcoming power transition? We talk to Karen Chang and Jason Ma for the latest on this issue, and why it's just a hint of things to come. Condors, Jaguars, and Polar bears Celebrate Halloween
Pumpkins, Frankenstein figures and skulls made for an early Halloween treat at California's San Diego Zoo. A pair of 6-month-old jaguar cubs celebrated their first Halloween with jack-o'-lanterns stuffed with a little raw meat and a "bloodsicle." The cubs and their mother spent the morning rolling the pumpkins, finding the treats inside them, and playing tug of war with the orange squash. Three California condors, swooped down to claim their Halloween surprise: rats stuffed inside a mammoth and saber tooth cat skull. And polar bears found great excitement in three Halloween lawn ornaments. The 11-year-old bears tossed them in their pool where they wrestled with their new toys. More than 30 animals ran the 100-meter or 109-yard course. And one buffalo owner was confident about a win. [Wipoon Boran, Buffalo Keeper] "This year we have four buffaloes racing. I think they might be winners because they've won in previous races. They were in second place in other races (this month). Today, if they get a good start, they'll be number one." In scorching heart and without a saddle, staying on the buffalo can be a challenge - but not for everybody. [Witawat Sanknua, Former Buffalo Rider] "I never fall. I'm not scared, it's easy. Those who ignored the warnings and stayed in their homes were immediately evacuated by firefighters when the blaze began. [Local Resident]: "I left for Irene, and a lot of people say that it wasn't that bad. So I think people thought this time it's not gonna be that bad.
