A fire at a northwest China construction site on Wednesday has left 14 dead and 24 injured. The fire broke out in the sleeping quarters of a water-diversion site in Zhouzhi County, Sha'anxi Province in the early hours of the morning. One worker describes the chaotic scene. US Sets Final Anti-Dumping Duties on Chinese Solar Panels
To combat the dumping of Chinese solar panels, the US has set heavy duties on billions of dollars worth of solar panel imports from the Mainland. China's solar industry is heavily subsidized by the Chinese government, creating an oversupply of panels, and dumping at much lower rates. The Commerce Department says Chinese companies were dumping solar cells and panels at prices 18 to 250 percent below market price. The imposed duties could range from 30 to 250 percent depending on the company and the government subsidy they receive. The Commerce Department also set countervailing duty rates ranging about 15 to 16 percent to compensate for the subsidies. The imposing of anti-dumping duties is currently limited to panels made of Chinese solar cells, and excludes panels made of non-Chinese solar cells. China has warned the US stance could damage US-China trade relations and slower the development of solar energy sector. Many Syrian families fled the border town of Azmarin into Turkey on Thursday in an attempt to escape the violence of the area. Turkish residents of Hacipasa, which lies across a narrow river that marks the Turkey-Syria border, helped people using small metal boats. Clashes between the Syrian army and rebels have intensified along the border recently. Mortars landed outside of Azmarin and machinegun fire could be heard from the Turkish side. The military presence in Turkey has also increased greatly along the border in the past week in response to mortar shelling that has come from northern Syria. It is unclear if those shells were purposeful strikes or overshot rounds. However, Turkey has retaliated using air strikes, and NATO has expressed its support for its fellow member state. The shooting has been met with shock and outrage, both within Pakistan and abroad. Speaking in Hong Kong, an Amnesty International official strongly condemned the violence. Forced evictions in China have risen significantly in the past two years, Amnesty International said on Thursday. The group says it's because local officials and property developers colluded to seize and sell land to pay off government debt. China's communist regime claims ownership of all the land in the country. In theory, forced eviction is illegal and authorities are meant to compensate those who are displaced. But violent scenes are common as people are thrown out of their homes, and this has led to escalating social unrest. Amnesty says residents face death or imprisonment if they retaliate. At a news conference on Tuesday, spokesman for Canadian Prime Minster Stephen Harper said they would invoke a national security exception allowing them to block the companies without violating international trade obligations. It's been deemed too risky to have Huawei and ZTE put together the network for government phone calls, emails and data center services. The decision would only affect the handling of government networks. Huawei has a thriving business in the Canadian private sector. The paper announced plans to deter the use of torture to extract confessions. It also seeks to protect the rights of criminals and for attorneys to exercise their duties. Columnist and China analyst Xia Xiaoqiang says these measures will produce few outcomes, if other elements critical to judicial fairness are lacking.
