Police Training Shows Shifting Security Power in China This month, the Ministry of Public Security in China will conduct intensive ideological education and training for 1400 county and city-level police chiefs. It's the latest round of nationwide training for new police chiefs since 2009 and 2010. This year's training focuses on the force's capability for frontline enforcement. In the midst Party infighting, many interpret the training in Beijing to be another step in the leadership's attempt to bolster its own police power and ultimately replace the Political and Legislative Affairs Committee, or the PLAC. The PLAC is an extralegal Party entity that oversees all law enforcement authorities in the country. The PLAC is headed by security chief Zhou Yongkang, who reportedly conspired with former Chongqing Party chief Bo Xilai to stage a coup against current vice president Xi Jinping.
