Hailstones the size of chicken eggs pelted people and cars in the Russia Siberian town of Mezhdurechensk on Tuesday, injuring at least 20 people. Over 100 cars were also damaged in the incident. The evening saw a sudden change of weather, with a torrential downpour of huge hailstones, some larger than chicken eggs. Witnesses said some hailstones reached almost three inches in diameter. Town residents had to run for shelter literally to save themselves. Big hailstones pierced holes in car windows, sometimes smashing the glass completely. Meteorologists say they believe the sudden summer storm was caused by a sharp temperature drop from almost 90 degrees Farenheit at lunchtime to just over 60 degrees Farenheit by the evening. Mezhdurechensk is located in the Kemerovo region in Central Siberia over 2300 miles east of Moscow. Amateur video filmed by a neighbor showed the chaotic scene surrounding a deadly shooting near Texas A%M University in College Station, Texas. On Monday, a man killed two people, including a law enforcement officer who was serving him an eviction notice at a home near the university before police fatally shot the suspect in a gun battle that lasted half an hour. An officer can be heard saying, "Do not move, do not move, if you move you are dead," during the dramatic footage filmed from the grass and provided by Rigo Cisneros, an Army medic. Cisneros at one point asked authorities if an ambulance was coming, saying "I am a medic." Later a voice can be heard saying, "Alright go, the house is clear." Four people also were injured in the incident, police and city officials said. The shooting comes at a time of national concern over gun violence after two recent mass shootings. Australia's High Court ruled in favor of a new anti-tobacco marketing law despite opposition from global cigarette manufacturers. The decision requires the replacement of logos on tobacco packs with olive green packets and graphic health warnings by December 1. The images will depict many of the serious side-effects of smoking. Brand names will be limited to generic typeface. Major tobacco companies British American Tobacco, Britain's Imperial Tobacco, Japan Tobacco and Phillip Morris challenged the Tobacco Plain Packaging Act of 2011, claiming the rules were unconstitutional, eliminating intellectual property rights. Attorney-General Nicola Roxon, who had led the way in the anti-tobacco laws, celebrated the victory, noting its potential effect internationally. Signs Continue to Point Downward for the Chinese Economy
China, the world's largest producer and consumer of coal, has lowered its production target in 2012. The Wednesday cut means the manufacturing-reliant economy is using up less energy -- in other words, the economy is slowing down. The cuts, by as much as 7%, apply to China's three top coal production regions. The National Development and Reform Commission, China's main economic planning agency, said 2012's output will increase by 3.7% from last year, at 3.65 billion tonnes. This is a big dive from the previous growth rate of 8.6%. The cut reflects a slowdown in global demands. At the close of last week, Industrial Production levels for July also trended downward, and domestic market demand decreased by 0.4%. Chinese regulators are now expected to introduce further stimulus for the economy. Analyst Gordon Chang believes there will be limited room to move. [Gordon Chang, Economics Analyst] "The real problem is China is no longer got the capability to stimulate its economy like it did in 2008 and 2009. Right now we are going to see a stimulus program, but it isn't going to an effective one. " The sluggish demand is having flow-on effects on the country's banking industry. Non-performing loans increased by $2.86 billion in the second quarter, and combined net income across Chinese banks decreased by 23%. Chang believes all of this is point to a bleak third quarter. Flash floods and mudslides killed at least one person and left six others missing after a storm lashed a regional Tibetan township. The downpour, which started 10 pm Monday night, lasted several hours in a five to six mile radius of Tangjiagou, Hepeng Village, Caoke Tibetan Township in Shimian County. Two power stations were affected, at least ten houses were destroyed and over 200 residents in Shimian County forced to evacuate. The next day, Tuesday at about 7 pm a sudden rainstorm hit Caok Tibetan Township triggering a mudslide in You'ai Village. [Liang Hongbo, Resident, You'ai Village]: "It's like the ground and mountains were all shaking. It's terrible. I'm too nervous to describe it now." The villagers fled to safety. Meanwhile, over 3-and-a-half inches of rain fell in a three-hour deluge in Siping Township, Yingjing County of central Sichuan's Ya'an City. The resulting floods and mudslides killed at least two people and left two others missing. A mudslide injured four workers at two power stations and cut off traffic at several sections of the National Highway 108. The four injured workers are now in a stable condition. Caffall was shot multiple times by police officers and rushed to the hospital, but did not survive. Cisneros said that the gunman told him "to apologize to the officer that was shot." Two civilians and an additional officer also sustained gunshot wounds; one, identified as Caffall's landlord, died due to his injuries. Wang's flight to the consulate implicated Bo in a number of scandals. One includes an alleged cover-up of the murder of British expatriate Neil Heywood at the hands of Bo's wife, Gu Kailai. Another is a high-level conspiracy between Bo and Zhou Yongkang to overthrow Chinese Vice President Xi Jinping, who is slated to become president after the New Year.
