Home to the Forbes-listed real estate tycoon, Fu Yanbin, and to China's top propaganda chief and high level Politburo Standing Committee member, Li Changchun, the city also served as the initial power base for now-purged leadership hopeful Bo Xilai. Now it is being alleged that, while Bo was mayor of the city and later governor of its province of Liaoning, the three men engaged in a series of corrupt dealings, exchanging money and power. The potentially explosive allegations are most significant in that they implicate Li Changchun, who is currently one of the nine individuals on the Chinese Communist Party's Politburo Standing Committee, the body which effectively rules China. The narrative of ill-gotten gains centers on a supposed account from the recently arrested businessman Fu Yanbin, who for years made huge profits in the Dalian real estate market. He was arrested shortly after the outbreak of the Bo Xilai political scandal, in which the former Dalian leader has been ousted for a range of serious violations of law and Party rules.
