New Laws for Chinese Citizens Returning Home Raise Questions
In recent years, more Chinese people have moved overseas in search of a better life. But starting in July next year, those wanting to move back to China can't just pack up their bags and go. Chinese lawmakers have introduced new immigration laws, requiring citizens to apply for approval before they can return to their homeland. The new "Law on the Control of the Exit and Entry of Citizens" was passed in June. Chinese citizens wanting to settle back in China will have to first apply at Chinese consulates for approval. Alternatively, their families in China can apply locally. Overseas Chinese have raised concerns the new law will impose unfair restrictions. Mainland Chinese lawyer Zhang Hui says the laws are unusual. [Zhang Hui, Mainland Chinese lawyer] "When you don't have 3rd country citizenship, and still remain a Chinese citizen, it's very usual for the government to restrict your entry and exit like this. Maybe they're saying, 'if you leave, don't come back.' That's not likely though, otherwise, it's quite a childish and laughable move." Some believe the new measures could be a way for the Chinese regime to keep out certain citizens altogether. [He Anquan, China Analyst] "Many Chinese citizens, for example democracy activists in exile, insist on holding on to their Chinese passport, and do not go for US citizenship. Now, the regime is stopping these people from returning home. I feel it's a political consideration, and could be part of its 'stability maintenance ... IMF Forecasts China Growth Decline
The International Monetary Fund has downgraded its growth forecast for China this year, predicting a "soft landing" for the world's 2nd largest economy. Today's lowered forecast comes as the economies of the Eurozone and United States continue to be hit hard by the global economic crisis. The IMF is expecting China's economy to grow at 7.8% this year. Back in July, that forecast was at 8%. Yesterday the World Bank also slashed China's growth outlook to 7.7%. Bert Hofman, World Bank chief economist for East Asia and the Pacific, said the country is in the midst of a "double whammy": slowing export and sluggish domestic demands. While the predicted growth figures far surpass that of most other countries, some analysts have warned that GDP figures do not give a true indication of the Chinese economy, because they are prone to manipulation and misreporting. Japanese Car Sales Plummets in China Amidst Island Row
China may be the world's largest automaker, but Japanese car makers are having a tough time there. The heated stand-off between the two countries over the Diaoyu/Senkaku Islands has dealt a heavy blow to sales. Japan's largest automaker Toyota reported today a nearly 50% drop in sales for September, compared to last year. Honda says it has lost just over 40% in sales. Nissan recorded a drop of 35%. The poor sales means these Japanese car makers are having to pull back production. Reuters reports that Toyota could cut production until November, indicating that the impact of the islands dispute may remain for some time. Last month, after Japan declared it would try to purchase the small island chains in the East China Sea, violent anti-Japanese riots erupted through China. Japanese products, including cars, became targets or angry protestors. The islands disputes haven't been bad news for everyone though. Non-Japanese car sales have surged. German automaker BMW saw sales boosted by 55%, while South Korean car maker Hyundai recorded a rise of 15%. Chinese Regime Uses Bo Xilai to Warn Against Corruption
Despite efforts to clamp down on rampant corruption, China's Communist Party struggles to reign in its officials. The latest example came in the form of former high-flying politician Bo Xilai. The man once tipped to enter the top leadership circle has been kicked out of the Party on a wide range of accusations, including covering up a murder, massive corruption and other unspecified crimes. On Monday, the Chinese regime's head of discipline, He Guoqiang, used Bo's case to warn other corrupt officials. He told anti-corruption officials that in the past five years, more than 660000 officials have been punished for corruption, state-run Xinhua News Agency reported. Still, corruption remains a major challenge for the Chinese regime. Even in the case against Bo, accusations of corruption and other misdeeds date back more than a decade from when he served in Liaoning province. It suggests he was able to get away with it whilst climbing up the ranks in the Communist Party. After Bo's expulsion from the Party on September 28th, Chinese authorities have yet to indicate when he would eventually stand trial. NTD's senior China analyst Heng He believes some of Bo's crimes will be dealt with before the 18th Party Congress, which has been delayed to November 8th. [Heng He, NTD Senior China Analyst] "Bo's case has to do with the factional infighting within the Communist Party. So these cases would not be left for the incoming leaders. Visa Fraud, Job Bias in Huawei: Congressional Report
More details have emerged from the Congressional report about the two Chinese networking companies. This time, about Huawei's conduct surrounding its employees, including visa fraud and job bias. Monday's US House Intelligence Committee report cited employees as saying that, quote, "Huawei employees visiting from China on tourist or conference visas are actually working full-time at Huawei facilities, in violation of US Immigration law." The report also included evidence from US workers alleging that Huawei has laid off non-Chinese nationals and replaced them with Chinese workers on short term visas. The conditions of the short term visas do not permit the Chinese workers to work full time. The report also named "widespread discriminatory behavior" by Huawei officials. Employees reported that it was, quote, "very difficult, if not impossible for any non-Chinese national to be promoted in Huawei offices in the United States." The House Intelligence Committee says it has referred the allegations to the Department of Homeland Security, US Justice Department and other appropriate agencies. David Blaine was helped out of a Tesla coil, after spending 72 hours as the center of one. Full Story: David Blaine completed a 72 hour endurance performance on Monday (October 8), certainly his most electrifying event yet. Dressed in a 20-pound chain-mail suit and surrounded by an electrical storm, Blaine was unable to eat or sleep for the duration of the event. He also wore noise-cancelling earphones, allowing Blaine to speak with fans throughout the event. After being helped down, the entertainer was helped into an ambulance to check his health. China Denies US Claims of Cyber Misconduct
Chinese media have slammed a US congressional report that named China's two largest telecom gear makers as major security threats to the US. Following a year-long investigation, the US House Intelligence Committee warned on Monday that Huawei Technologies and ZTE Corp carried close ties with the Chinese regime, and they could open up US telecom infrastructure to spying from China. In response, Chinese state-run Xinhua News Agency accused the US of protectionism, saying the Committee's findings were, quote, "totally groundless." Huawei, meanwhile, called the report "China bashing." Still, Representative Mike Rogers who chairs the Committee has cautioned US telecom companies against using equipment made by Huawei and ZTE. [Mike Rogers, House Intelligence Committee Chairman] "Huawei and ZTE seek to expand in the United States, but as a result of our investigation, we do not have the confidence these two companies, with their ties to the Chinese government can be entrusted with infrastructure of such critical importance." Representative Rogers says US companies need to have security in mind when engaging the two Chinese firms. [Mike Rogers, House Intelligence Committee Chairman] Again, our advice to the private sector is this: your obligation is to consider larger data protection and national security implications of your business decisions and we would not advise doing business with these two companies." US-Philippines Military Exercises Not Aimed at China
The US and Philippines started joint naval exercises today north of Manilla. The exercises were to improve cooperation between the defense partners and prepare their troops for joint action. This is the 30th year the US and Philippines have held joint military drills, but some analysts still see it as a balance of power against China. Since the Obama administration shifted its attention to the Asia Pacific region, many see it as a move to contain potential unilateral attacks by the Chinese regime. Both the Philippines and the US deny that the exercises are politically motivated. [Samuel Mongcal, Philippine Marines Commanding Officer]: "I think you heard it a thousand times, but we are here to train and develop the capability, as far as humanitarian assistance and disaster response is prevalent in our case. We are hoping we can achieve some confidence in working together." The Philippines has sought US support for its territorial dispute with China over the Scarborough Shoal in the South China Sea. A face-off this year between the two countries has created tensions, with the Philippines filing a diplomatic protest against the Chinese regime. The US has been adamant that it will not get involved in territorial conflicts between China and its Asian neighbors. However, it does have an invested interest in keeping trade routes clear and commerce flowing. The Philippines is situated amidst some of the world's busiest shipping lanes. Turkey-Syria Border Tension Continues
Tension remains high between Turkey and Syria as cross-border shelling continues. Full Story: The Turkish-Syrian border remains calm on Tuesday morning. But Turkey's military have maintained a high security presence, following several Syrian mortar strikes over the past week. In this normally busy border town streets are deserted and shops closed. On Wednesday a mortar fired from Syria struck a house and killed 5 people. [Unnamed Resident, Border Town of Akcakale]: "We want this to end as soon as possible. Hundreds of people usually sit here every day, but as you can see now there is no one, no shops are open, people just stay in their homes." In response, Turkey has bombed Syrian military targets, killing several Syrian soldiers. Prime Minister Tayyip Erdogan says Turkey does not want war, but warned Syria not to test its resolve. The Syrian regime is battling rebels who control land close to the Turkish border, and several mortar strikes have crossed into Turkey. The continued exchanges are the most serious cross-border violence since the revolt against President Assad began in March last year. Turkey was once an ally of Assad's, but turned against him after his violent response to the uprising. Since them Turkey has led calls for Assad to quit, and has granted sanctuary to rebel leaders. Venezuelans Voting In New Orleans Disappointed With Chavez Victory
Thousands of Venezuelans travel to New Orleans to vote, but most leave disappointed as Chavez is re-elected. Full Story: Thousands of Venezuelans who live in the United States line up in New Orleans on Sunday, to vote in Venezuela's presidential election. Most expat Venezuelans live in and around Miami, but President Hugo Chavez closed Venezuela's consulate in Miami earlier this year. Around 7000 voters made the long journey to New Orleans to cast their ballot. [Carlos Alves Fernandez, Voter from Coral Springs, Florida]: "Unfortunately, the Venezuelan consulate in Miami was closed by the president for whichever reasons he had in mind, whether (or not) these were diplomatic reasons, so it was very important for this electoral process to have polling stations opened so that we could exercise our right to vote, otherwise the action would have been an impediment to allow us to exercise our right. I believe it is the responsibility of the government that today many people have not had the chance to vote." The expatriate community in the United States is overwhelmingly against the incumbent President Chavez - only 2 percent of Venezuelans in Miami voted for him in the 2006 elections. The number of Venezuelans in America is steadily increasing, with many middle- and upper-class Venezuelans emigrating, to escape rising crime and shrinking job opportunities back home. Many celebrate being able to vote. [Ileana Avendano, Voter from Cape Coral, Florida]: "Today is a celebration ... From: NTDTV Views: 17 3 ratings Time: 01:48 More in News & Politics
