As the Communist Party's 18th party congress convenes in Beijing, leaders from provincial delegations have been exercising caution and avoiding key politically sensitive issues. Provincial leaders have been addressing questions from state media, while largely avoiding international media. In particular, the meeting with the Chongqing delegation was packed with foreign journalists. Bo Xilai was party boss of Chongqing until he was ousted following a massive political scandal in March. Chongqing's acting leader, Zhang Dejiang, only gave brief answers about Bo's case, China's biggest political scandal in 30 years. Bo Xilai was tipped to enter the Politburo Standing Committee%mdashthe Party's top ruling circle%mdashduring this year's power transition. His political career tumbled after his former police chief Wang Lijun fled to a US consulate in February. Wang reportedly brought with him incriminating evidence against Bo, including information about Bo's role in the persecution of the Falun Gong spiritual practice. Also, Bo's wife Gu Kailai was found guilty of murdering British businessman Neil Heywood. The western provinces of Gansu and Qinghai have been hit by demonstrations and self-immolations of ethnic Tibetans protesting Chinese rule. Exiled Tibetan spiritual leader, the Dalai Lama, has urged Japanese lawmakers on Tuesday to visit Tibet to find out what's happening there. He also called on the Chinese regime to find the cause of the escalating Tibetan self-immolation protests. A record number of the suicides have occurred as the Communist Party's 18th Party Congress is underway. Leader of Japans' Liberal Democratic Party, Shinzo Abe, welcomed the Dalai Lama as he addressed more than 100 Japanese lawmakers in Tokyo. [Dalai Lama, Tibetan Spiritual Leader]: "Those areas which (are) now very sad, sort of self-burnings, happen, so -- visit. I always ask the Chinese government: please now, (do a) thorough investigation, investigate. What are the causes of these sorts of sad things?" A top United Nations human rights official recently asked the Chinese regime to address the mounting Tibetan self-immolations. Last week, Chinese authorities called demands for foreign investigators "arrogant" and maintained that the situation in Tibet is fine. Heavy snowstorms in northeast China have caused major disruptions in what some say is the worst snowstorm to hit the area in 50 years. Thousands of households lost power in Heilongjiang Province on Sunday due to power lines being crushed under heavy snowfall. In the country, farmers say the snow has affected their crop harvest. [Ms. Hao, Heilongjiang Resident]: "When we were planting crops, it was dry, but then it started to rain and the soil was too wet. Fall was also very wet, which made planting difficult. There are a lot of crops still to be harvested. Most farmers here are like mine. This has been a difficult year with a lot of natural disasters." The water supply has also been cut off to Hegang City in Heilongjiang Province. Snowfall in the area was 20 inches deep by Tuesday morning, causing main expressways to be closed. Inner Mongolia was also affected by the snow with road, school, and two airport closures in the eastern part of the region. [Mr Li, Inner Mongolia Resident ] "The snow temporarily stopped now. It has snowed twice already, the first time was 1 to 1.5 inches, the second time was around one inch. We had two snow days, but school will resume tomorrow." A Canadian lawmaker is calling for international action on allegations of forced organ harvesting in China. Member of Parliament, Brent Rathgeber, tells NTD a recent book he read exposes the state-sanctioned criminal acts that have gone on for years. The book is called "Bloody Harvest: The Killing Of Falun Gong for Their Organs". Rathgeber has himself spoken out against the Chinese regime's persecution of the Falun Gong spiritual practice. He says the forced organ pillaging claims are a major concern for countries with diplomatic ties with China. [Brent Rathgeber, President of "Parliamentary Friends of Falun Gong" in Canada]: "I mean I think anytime a government is involved in abhorrent human rights activities, and I certainly consider organ harvesting to be close to if not at the top of that list, that's going to bear negatively on all international relations, whether it's bilateral with the United States, or multilateral through the United Nations." Two independent Canadian investigators, rights lawyer David Matas and former Secretary of State, Asia Pacific, David Kilgor, authored Bloody Harvest. It's based on research they conducted since 2006, which concludes that the Chinese Communist Party has been killing imprisoned Falun Gong adherents for their organs. A woman from Yingkou City in northeast China has created a cross-stitch replica of an ancient painting from the Song Dynasty called "Riverside Scene at Qingming Festival." It took her almost six years to complete. The original work was painted by Zhang Zerui in the twelfth century, and is one of the most famous and valuable of China's ancient paintings. 53-year-old Gao Shuli wore out more than 20 needles while working on the piece, and she used 66 different colors. The scene from the painting contains 1695 people, over 60 livestock, 30 houses and pavilions, and 20 carts and sedans. Gao started doing cross-stitch 10 years ago. [Gao Shuli, Owner of Cross Stitch Work]: "Once when I went to the market, I saw someone selling cross-stitches and also I knew some of my neighbors also did cross-stitch. At first, I did it to kill time, but I found myself infatuated with it later on...I did cross-stitch everyday and spent the rest of time on it other than cooking and eating...The longest time I spent on cross stitch was 13 hours straight." At first Gao's family were concerned with her spending so much time cross-stitching, but her persistence won them over. A survey by the International Gorilla Conservation Program and the Uganda Wildlife Authority shows a recent increase in mountain gorillas. In a one national park, the population increased from 340 five years ago to 400 now. [Maria Mutagamwa, Uganda Tourism Ministry] In 2010 there were only 480 mountain gorillas in the Virunga Massif which comprises the Buhahinga Gorilla National park in Uganda, the Volcanoes National Park in Rwanda and the Virunga National park in the DRC. And now the 400 which have been confirmed in Bwindi Impenetrable National Park which is entirely in Uganda brings the total to 880, this means that Uganda is a host to more than half the world's population of mountain gorillas." Researchers say mountain gorillas are only found on the borders of Rwanda, Uganda, and the Democratic Republic of Congo. The gorillas are confined to two forest blocks some 30 miles apart. Gladys Kalema, a conservationist at Uganda Wildlife Authority says the population increase quite significant for mountain gorillas. British Home Secretary Theresa May said on Tuesday (November 13) that the judgments allowing radical Muslim cleric Abu Qatada to remain in the UK was damaging. Abu Qatada was released on bail from a UK prison on Tuesday after winning an appeal against deportation from Britain. If deported he would face terrorism charges in Jordan for being part of the Al Qeda terrorist network. British Home Secretary Theresa May fought long and hard to have him deported and says she will repeal the court's decision. [Theresa May, British Home Secretary]: "I still want him out of the country. The government is still determined to work to deport Abu Qatada. I want to see him in Jordan and not here in the UK and we will carry on working with the Jordanian government." Qatada has been in and out of jail in Britain for seven years without charge since his arrest in 2002. Britain says videos of his sermons influenced Mohammed Atta, the ringleader of the Sept. 11, 2001 attacks on the United States. Jordan has convicted him in his absence of encouraging militants there who planned bomb attacks in 1999 and 2000. Qatada said his trial might be skewed by evidence obtained using torture, a claim upheld in a ruling by the European Court of Human Rights. Qatada will be released under bail conditions, including a 16-hour curfew at his London home. Chinese banks have recorded an unexpected drop in new lending in October, new figures released by the People's Bank of China showed today. It signals that lenders remain cautious towards extending credit under current economic conditions, despite regulators' push to ease the money market. China's central bank today announced that a total of 505.2 billion yuan, or about $81 billion, in loans were issued in October.
